What should a battery in good condition show?

With the engine off and after resting, a well-charged 12V battery sits around 12.6V. Below 12.4V it's partially discharged, and under 12V it needs recharging right away.

Does this test the actual capacity?

No. This device reads a voltage, which tells you the state of charge, not the remaining capacity of an aging battery. For that, you need a load tester.
