No text expressly prohibits it on a private vehicle, but it must not interfere with driving. The real point of caution is the driver airbag: an object attached to the rim sits within the deployment zone. For this reason, the sensible use is low-speed maneuvering.

Does it damage the steering wheel?

The clamp tightens on the rim; on a leather steering wheel, excessive or prolonged tightening can mark the surface. Reposition it from time to time and avoid tightening more than necessary.
